Establish a provincial-level "Internet"+proof platform, and formulate management measures for indoor and outdoor verification of quality control of achievements in the province.

In order to make the statistical data more accurate, from June to August, 2018, the provincial "three-adjustment office" held nine training courses, with a total of more than 5,500 people trained and more than 4,400 social workers trained professionally. In order to test and strengthen the training effect, the training also specially arranged the examination link, and finally 3800 people passed the test.

Before the "Three Tunes" work was rolled out on a large scale, our province adopted the pilot method to try first. At present, the achievements of all counties in the province have been obtained, covering nearly 486,000 square kilometers, including 3.653 million map spots, covering an area of nearly 53.815 million mu. The Provincial Department of Natural Resources also docked relevant units such as civil affairs, ecological and environmental protection, housing and urban construction, transportation, water conservancy, agriculture and rural areas, forestry and grass, surveying and mapping, railways, etc., and did a good job in collecting basic investigation data.

3. How to investigate the map spots where the land use registered with the right is inconsistent with the actual use?

4. There are a large number of rural houses of 100 to 200 square meters in some areas. Is it allowed that the minimum area of construction land in some counties and districts is 100 square meters?

A: The information and scope of map classification provided by the state are for reference. According to the present situation on the spot, the map spots should be divided and the land types should be determined respectively if the minimum area on the map is reached; Those that do not reach the minimum area on the map are merged into adjacent land types. Later, Wu Jianlian had the idea of selling Xuwen pineapples in other places. She began to "credit" some villagers’ pineapples and shipped them to Hunan, Jiangsu and other places to try her luck.
A stranger, she has encountered many setbacks. Sometimes, she sells pineapples in front of the car and someone steals pineapples at the back of the car; Sometimes, she is bullied by local evil forces. Not only does she not get a penny for a car full of pineapples, but she also faces personal safety risks. Without making any money, she can only explain to the villagers that "the funds are still in turnover" and need to earn more money to settle accounts for everyone.
However, Wu Jianlian, who was just in his early twenties at that time, never gave up and still went out to sell pineapples every year. I heard that where there is a fruit wholesale market, she will visit it. "Taking a bus for one night and getting there the next day will not only save time, but also save money for staying in a hotel."
Wu Jianlian, who is more and more familiar with the pineapple industry, began to grow pineapples himself around 2001. At this time, Xuwen pineapple planting has gradually entered the stage where large growers take the lead. In 2008, Wu Jianlian established a cooperative and invested more than 4 million yuan with local farmers to build a cannery. The turning point was in 2011, when Wu Jianlian took over Xuwen Pineapple Wholesale Market in Qujiae Town from others. The pineapple trading market has been invested heavily, with an investment of 8 million yuan in 2013 and 2014 alone. At that time, there was not enough money. Relatives, friends and familiar farmers spontaneously went to the Postal Bank to lend a small loan of 30,000 yuan each to Wu Jianlian to build a trading market.

"Everyone really supports me. Someone told me that if the market can’t make a loss, then I don’t need to pay back 30,000 yuan, and they will pay it themselves." Wu Jianlian has always been grateful for the trust of the villagers.

On the third floor, there are 31 micro-signal merchants, including Gong Mou, who mainly buy authorization codes from agents, and register real-name WeChat accounts in batches by using One Piece software to carry out the business of raising and selling numbers.

  What are these micro-signals sold in bulk used for? According to the police handling the case, most of them are used to disguise their identity to engage in illegal and criminal activities, and become tools for crimes downstream of online black production, such as dating fraud. The newly registered number is cheaper, only a few dollars, while the old number that has been raised for a while will sell for tens to hundreds of dollars.

  Gambling sites "wears vest" to improve its ranking.

  Recently, the Guangdong Provincial Public Security Department organized the public security organs of Foshan City to carry out the "Net No.10" network-closing operation in six provinces and eight cities, including Foshan, Fujian, Sichuan and Jiangsu, and successfully destroyed a criminal gang that used Baidu Black Hat to promote the online gambling industry chain, arrested 72 suspects, seized 1.32 million yuan in cash on the spot and frozen 15 million yuan in funds. This case is the largest network black production case that Baidu Black Hat promoted the online gambling industry chain in China.

  Since the beginning of this year, it has been found in the work of Foshan Internet Police Detachment that there are a lot of gambling sites information in the top links in Baidu search engine. After investigation, criminals use technical means to implant online gambling, online pornography, online fraud and other promotional links in multiple websites to improve the search ranking of promotional links and increase the click-through rate of promotional links. This promotion method is called black hat SEO in the black industry. In short, it is to improve the ranking in search engines by improper methods. Accordingly, the police carried out in-depth investigation and found a large gang that used Baidu black hat to promote the online gambling industry chain.

  The investigation found that the gang provided operation and maintenance services to 143 gambling information websites, such as Zeng × Ren, Xiao× Er, Ye× Zhu, Tie× Pan and Ju× Pan. In order to improve the ranking of this kind of target website (gambling sites) in various search engines and increase the hit rate of being searched, it forged the homepage of the website into a news media page, and used the title to attract clicks, thus attracting traffic. After Baidu’s ranking was improved, the gang secretly inserted gambling advertisements and links in the webpage to promote various gambling sites for gambling gangs.

  In addition, in order to ensure that gambling sites is accessible and has certain concealment, the gang also purchased SSL certificates from overseas for website encryption and VPN services for climbing over the wall, thus avoiding supervision and review.

  The source of batch registration of online accounts "meal" is actually "inside ghost"

  Recently, under the coordination and command of the Guangdong Provincial Public Security Department, Dongguan public security organs simultaneously launched the "Net Net 22" project in Guangdong, Fujian, Shandong and other places, knocked out a mobile phone verification code obtained by building a network code platform, registered a new type of criminal gang with online virtual accounts in batches, arrested 82 major suspects in various links such as "industry ghosts", "card merchants", platform personnel and downstream crimes, and seized more than 1,400 personal information of citizens. The case completely cut off the black industrial chain of the "receiving platform".

  In May this year, the investigation of Dongguan Cyber Police Detachment found that Dongguan Ziyou Network Technology Co., Ltd. set up a "Domi" network code access platform, contacted "card merchants" and criminals with black products, bypassed real-name authentication, and obtained verification codes of mobile phones in batches, and then provided them to black products users of the platform to register various platform accounts in batches, and then provided them to criminals downstream for "car", "loan" and "loan".

  After in-depth investigation, it was found that two staff members of Dongguan telecom operators acted as "ghosts in the industry" and used their work to provide a large number of mobile phone "black cards" for "card merchants". Card merchants then sell mobile phone "black cards" to cyber criminals, who use "cool cards" and "cat pools" to connect with the "Domi" platform. By using the "Domi" platform, they can receive verification codes of mobile phones in batches, and illegally sell a large number of accounts after registering in popular mobile apps. Account buyers can get the first discount of the corresponding merchants, or implement it in a way of not paying after consumption and not returning small loans.

  For example, criminal gangs of black goods registered a large number of accounts on platforms such as Alipay, Didi Chuxing, Shouqi Chuxing and Hungry, and then sold them to criminals downstream. After using this account, downstream criminals deliberately fail to pay, maliciously owe money after the loan, or get the first discount from the platform merchants.

  The police reminded that providing code-receiving services for online criminal gangs is to help information network criminal activities, and the masses should not try their own laws. If you find any clues about the code receiving platform, please report to the public security organ in time.

  Network access automatically jumps to gambling sites? It was a domain name hijacking.

  Recently, the Guangdong Provincial Public Security Department organized the public security organs of Zhongshan City to carry out the "Net Net No.13" project to close the net, knocked out a domain name hijacking criminal gang, arrested 80 criminal suspects, and seized a large number of computers, mobile phones, bank cards, cars and other items. This case is the largest network black production case of domain name hijacking crime in China.

  In July this year, during an online patrol, Zhongshan Cyber Police Detachment found that some people posted publicity information about gambling slang such as "operator DNS hijacking", "BC", "CP", "chess and cards" and "LH" on Baidu Post Bar, and used domain name hijacking to "drain" gambling sites.

  Internet domain name hijacking is to hijack the domain name resolution server by illegal means, gain the control of the domain name resolution record of the website, and then modify the resolution result of the domain name of the website, so that users cannot directly visit the target website. After entering the domain name, the webpage will jump to designated websites such as gambling and pornographic websites.

  After layer-by-layer investigation and analysis, the task force finally locked in a network domain name hijacking criminal gang headed by Li Molong, Zheng Monan, Chang Mou, Zhao Mou, He Mochao, He Moguang and others. The gang members are located in Zhongshan, Beijing, Fujian, Jiangsu and other places in Guangdong.

Worms, spyware … What weapons are there in the US network arsenal?

  A few days after the ransomware "Want to Cry" raged around the world, the tracing behind the scenes finally got a little clue: Kaspersky Lab in Russia and Symantec in the United States said on the 15th that this ransomware may be related to a hacker organization called lazarus. In this cyber attack, they made malicious ransomware by using the hacking tool "Eternal Blue" leaked from the National Security Agency (NSA) network arsenal.

  Reuters once reported that 90% of the expenditure on network projects in the United States was used to develop hacker attack weapons, which could invade the "enemy’s" computer network, monitor people, and paralyze or block infrastructure. Cyber security experts accuse the United States of investing heavily in developing hacking tools instead of self-defense mechanisms, making the global network environment "more insecure".

  When it comes to the NSA network arsenal, you can’t avoid the "equation organization". This hacking organization is considered to be a "unwilling to admit" department of NSA, similar to the "fantasy bear" hacking organization in Russia. Before being caught by Kaspersky Lab in 2015, Equation Organization was secretly active for 15 years. According to media reports, because the time and money spent on malware development, mobile technology breakthrough and target blockade are all funded by the state, the project resources are almost unlimited, and Equation Organization has become the "best" hacker organization in the world.

  Iran, Russia, Pakistan, Afghanistan, India, Syria, and Mali are among the top 500 infections in 42 countries made by Formula Organization previously announced by Kaspersky Lab. Due to the built-in self-destruction mechanism of malware, the attack of Equation Organization is difficult to be tracked. Therefore, the hacker tools leaked from this arsenal and some previously exposed attack methods can only represent the tip of the iceberg of the NSA network arsenal.

  Some NSA cyber weapons

  The "Equation Organization" under NSA was discovered and named by Kaspersky Lab. The name comes from their preference for using powerful encryption methods in cyber attacks. In the previous network attacks, they used various attack methods, such as worms, hard disk viruses, spyware, and network-based attacks.

  Fanny worm virus

  Fanny worm is the most powerful worm, which can invade the network isolated by the gateway. Fanny worm virus uses a unique USB-based control mechanism, which is mainly realized by USB disk infection.

  There is a hidden storage area in the U disk to collect basic system information from the isolated network. When the U disk infected with worms is inserted, the collected information can be immediately sent to the attacker in the networked state. If attackers want to run instructions on the network environment isolated by the gateway, they can store the instructions in the hidden space of the U disk through a worm. When the U disk is inserted into the target computer, the worm will automatically recognize and run the instructions.

  "Shenzhen" virus

  It is reported that "Shenzhen" is the first destructive virus specially written for industrial control system, which contains the vulnerability intrusion technology of Fanny worm virus, and can attack Windows system and Siemens SIMATIC WinCC system by using seven vulnerabilities. It is said that it was jointly developed by the United States and the Israeli government.

  The structure of "Shenzhen" virus is extremely complicated and its concealment is super strong. After the computer operator inserts the infected U disk into the USB interface, this virus will gain control of the industrial computer system without any operation.

  During the attack on Iran’s nuclear facilities, the virus suddenly changed the engine speed in the centrifuge. This sudden change was enough to destroy the centrifuge’s operation ability and could not be repaired. After the centrifuge was out of control, the virus still sent a report of "working normally" to the control room, so that the centrifuge was destroyed without anyone knowing. spyware

  Regin spyware is an advanced stealth malware discovered by Symantec in 2014, which can avoid the detection of conventional anti-virus software.
